Module 1: Governance, Democracy and Rule of Law

About the module

This module focuses on governance, democracy and the rule of law as key foundations of North Macedonia’s EU accession process. A functioning rule of law system is essential for democratic governance, institutional accountability and public trust, and it remains one of the most important areas in the EU reform agenda.The module will address the main rule of law challenges identified in the reform process, including the independence of the judiciary, transparent appointment and evaluation procedures, the effectiveness of anti-corruption bodies, enforcement of legislation, institutional accountability and the protection of fundamental rights in practice.

Special attention will be given to the gap between formal legislative alignment with EU standards and the practical implementation of reforms. Participants will discuss why public trust in the justice system remains fragile and how perceptions of political influence, corruption or weak accountability can undermine confidence in democratic institutions.Through expert input, interactive discussion and practical exercises, the module will help participants understand how civil society, journalists/media professionals and youth can monitor rule of law reforms, advocate for greater accountability and contribute to evidence-based dialogue with institutions and decision-makers.

Who can apply

This module is intended for representatives of civil society organisations, journalists and media professionals, and youth interested in governance, democracy, rule of law, justice reforms, accountability and EU integration.

What participants will gain

Participants will gain practical knowledge and tools to better understand, monitor and communicate rule of law reforms. They will also strengthen their capacity to promote transparency, citizen participation and accountability in the EU accession process.
