1. Teen Reading and Mathematics Performance Falls to Record Lows
The latest OECD PISA 2025 results show that average reading and mathematics performance among 15-year-olds across OECD countries has fallen to the lowest level recorded since the international assessment began. More than 760,000 students across 91 countries and economies participated in the latest assessment, representing around 33 million students worldwide. One in five students across OECD countries is now considered a low performer in science, mathematics and reading, compared with 16% in 2022. The findings also come at a time when digital technology and AI are becoming increasingly embedded in education, raising broader questions about how young people learn, process information and develop independent thinking. Beyond education policy, declining foundational skills could have longer-term implications for workforce readiness, productivity and societies’ ability to adapt to increasingly knowledge- and technology-driven economies.

2. Google Makes a €13 Billion AI Bet — Powered by Nuclear Energy
Google announced plans to invest at least €13 billion in artificial intelligence infrastructure in Finland over the next two years, marking the company’s largest investment in Europe to date. The project will include three new data centres in northern Finland, where the colder climate can help reduce the substantial cooling requirements of AI computing infrastructure. Perhaps even more significant is Google’s 22-year agreement with Finnish energy company Fortum to purchase up to half of the electricity produced by the Loviisa nuclear plant, its first nuclear-power agreement outside the United States. The investment illustrates an increasingly important aspect of the AI boom: artificial intelligence is not only transforming digital services but also reshaping energy demand, infrastructure investment and national competitiveness. As data centres consume growing amounts of electricity, reliable and low-carbon energy supplies are becoming an increasingly important factor in determining where major technology investments are located.

3. ECB Raises Rates as Europe’s Energy Shock Returns
The European Central Bank raised its three key interest rates by 25 basis points on 10 September, bringing the deposit facility rate to 2.5%, as renewed energy pressures increased concerns that inflation could remain above target for longer. The ECB now expects headline inflation to average 3.0% in 2026, before easing to 2.5% in 2027 and 2.1% in 2028, while economic growth is projected at just 0.9% this year. The decision highlights the difficult trade-off facing European policymakers: higher interest rates can help contain inflation, but they also increase borrowing costs for households and businesses and can slow investment and economic activity. With energy prices once again influencing the inflation outlook, monetary policy, energy security and Europe’s broader competitiveness are becoming increasingly interconnected.

4. EU Takes Aim at Europe’s Housing Crisis
The European Commission proposed an Affordable Housing Act this week, introducing a new EU-level framework to help national, regional and local authorities respond to growing pressure on housing affordability and availability. The proposal focuses particularly on cities and tourism-intensive areas where short-term rentals and other pressures have reduced the availability of homes for local residents, while also seeking to support investment and reforms that can increase housing supply. According to the Commission, 51% of Europeans living in cities now consider housing an immediate and urgent problem in their local area. The initiative signals an important shift in the European debate: housing is increasingly being treated not simply as a local planning issue, but as a challenge affecting social cohesion, labour mobility, educational opportunities and economic competitiveness.

5. AI Safety Warnings Push Regulation to the Forefront
Calls for stronger regulation of advanced artificial intelligence intensified this week as researchers, lawmakers and technology companies raised concerns about the increasingly autonomous behaviour of powerful AI systems. U.S. lawmakers from both major parties are considering stronger oversight following warnings from AI researchers about potentially severe risks, while OpenAI called for mandatory national, capability-based AI safety requirements, arguing that voluntary commitments are no longer sufficient. Proposed safeguards include independent evaluations, cybersecurity requirements, incident reporting and stronger testing of the most capable models. California has already moved ahead with legislation establishing frameworks for independent AI safety evaluations and auditor standards. The developments mark an important shift in the AI policy debate: the question is increasingly moving from whether advanced AI should be regulated to what safeguards governments should require before increasingly autonomous systems are deployed at scale.
