Shi is a passionate advocate for Adult Education and Lifelong Learning, with a strong focus on the reform and sustainable development of the adult education sector. For almost 25 years, she has been engaged in development cooperation projects supported by the German Government in North Macedonia, Southeast Europe, and the Caucasus, as well as in numerous initiatives funded by the EU and other international donors.

Her expertise includes policy development, advocacy, and advisory support to public institutions and adult education providers, as well as national and regional networking. She has extensive experience in skills development and in raising awareness of the role of adult learning in sustainable human capital development and in fostering individual and collective well-being.
