Eurobarometer - Strong Trust in EU

The Spring 2025 Eurobarometer survey marks a turning point in European public sentiment, with trust in the European Union reaching its highest level in 18 years. More than half of EU citizens (52%) express trust in the EU and the European Commission—figures that are particularly high among young people aged 15–24, where trust reaches nearly 60%. This signals a generational endorsement of the EU as a source of stability, cooperation, and shared values.

A remarkable 75% of Europeans feel they are EU citizens—another record—and 62% are optimistic about the Union’s future. In an era defined by uncertainty, these numbers reflect a growing public consensus: citizens are looking to the EU for leadership, solidarity, and long-term vision.

Support for the euro has also surged to its highest level since the currency’s creation, with 74% of all EU citizens—and an even stronger 83% within the euro area—expressing confidence in the common currency. Despite mixed views on the current economic outlook, a majority of Europeans believe the economic situation will remain stable in the coming year.

The survey also highlights an increasing appetite for a stronger, more assertive EU. A striking 81% of respondents support a common defence and security policy among Member States—the highest since 2004. This coincides with 78% of Europeans expressing concern about the EU’s defence and security in the next five years. In line with this, 43% of citizens would prioritise EU budget spending on defence and security, while 40% believe it should be the top area for increased funding.

Beyond defence, Europeans are clear on the importance of multilateralism and economic openness: 88% support more rules-based cooperation across the world, while 86% warn that increasing tariffs damages the global economy. Still, 80% believe the EU should respond firmly if targeted by trade barriers, signalling support for assertive but fair global engagement.

The war in Ukraine continues to shape European perspectives. The EU’s response enjoys broad backing—80% support accepting Ukrainian refugees, 76% approve financial and humanitarian aid, and 72% back sanctions against Russia. Notably, 60% support granting Ukraine candidate status, and 59% endorse EU funding for military support.

Finally, when asked about the values that best represent the EU, Europeans once again place peace at the top (41%), followed by democracy (33%) and respect for rule of law and fundamental rights (28%). These ideals remain deeply rooted in the public’s expectations for the Union’s role, both within Europe and globally.

At a time of shifting power dynamics and regional challenges, this Eurobarometer confirms that Europeans are not turning inward—but rather calling for a more united, decisive, and future-focused EU.
